**Full-staff** (or full-mast at sea) is the normal position of a flag, with the hoist edge two-blocked at the truck of the staff. A flag flown at full-staff signals ordinary public display; the lowering of a flag from full-staff to half-staff is itself a deliberate act of mourning or signalling. Returning a flag from half-staff to full-staff is performed slowly and with ceremony.
**Example**: On flag days, national flags are displayed at full-staff from sunrise to sunset unless other instructions are in force.
